From the last draft;
"BASING YOUR MODELS
The rules are not prescriptive about basing conventions. If you already have a collection then you need not rebase it. If you are starting out, the following section offers proven and aesthetically pleasing conventions to work with"
Foot; 15-20mm frontage per figure with 5-6 figures on a base is the ruling. Depth is 20-25mm per figure. All bases count 6 figures regardless of how many are modeled.
Horse: 2-3 models per stand 20-25mm frontage and 50-60mm depth per model. All squadrons count 6 figures regardless how many modeled
That should get you a start.
"Is that your opinion or the game masters ruling?"
