First Game Question

Hi Clarence
We played our first game of VWQ today and thoroughly enjoyed it. can't wait to get another game organized!
There were a couple of questions that came up though principal of which was the following one regarding officer cards.
When an officers card is drawn, can he issue an order to every unit within 6 or 12" (depending on if he's a Brigadier or C in C) or to one unit? We decided that it was only one unit but not sure what your intention was Clarence
